Pražská deklarace – Zastavme degradaci humanitních a společenských věd ve vzdělání a výzkumu

We, the Deans of Faculties of Arts and Humanities of European Universities assembled in the Prague Network, wish to point out the irreplaceable, invaluable and exceptional role of education in humanities and social sciences. Over the past few years we have witnessed a gradual and systematic treatment of education and research on a purely economic basis. This process derives from the constitutive European idea of a necessary economic growth to match either the economies of the traditional powers, or the ones of the new emergent actors. This motivation, however, derives from a mistaken priority to invest mainly in the quantitative and economic aspects of education, while at the same time ignoring the aspects of quality. We have thus been departing from the European tradition of research-based education through thorough and deep knowledge and a true understanding of the underlying principles. It seems that we are only moving to the state of enhancing a merely professional training to allow for economic use of human resources.
My, děkani filozofických a humanitních fakult evropských univerzit, sdružení v iniciativě Prague Network, upozorňujeme na nezastupitelnou a mimořádnou roli humanitního vzdělání. Za posledních několik let jsme svědky postupné a systematické ekonomizace vzdělání, což je spojeno se základní evropskou myšlenkou nutného ekonomického růstu po vzoru tradičních ekonomických velmocí či nových dynamických celků. Tato potřeba ekonomického růstu se ovšem odvíjí od chybné priority, kterou je investice do kvantitativních ukazatelů vzdělání a zanedbání parametrů kvalitativních. Opouštíme tak tradici evropského vzdělání založeného na výzkumu, který vede k hlubokým znalostem a pochopení principů, a posouváme se do pozic podpory pouhého profesního vyučení směrujícího k ekonomickému využití humánního kapitálu.
The area of research and innovation in humanities is being increasingly restricted through metric evaluation systems of the results, taken from natural sciences. However, research in social sciences and humanities comprises also aspects that are not directly measurable in any straightforward way. The basic principle of research conducted by an individual with specific qualities and expertise has been abandoned, even though the efficiency of such a measure has not and will not be proven in social sciences and humanities. We face deficient systems of assessment which are closely intertwined with the funding of research. It is important to go beyond that. Science and scholarly research should not grow into an activity for its own sake to comply with and to fulfill the criteria of quantitative assessment, as it should not cease to be an act of creative ability aiming at understanding the world and the humankind. The current economic crisis has clearly uncovered the unsustainability of the principles which have reduced research only to the forms that are applicable and useable in industry but which neglect education in the traditional sense. Giving up the cultivating and social role of education, interlinked with the discussion about the human beings, their past, their present and their future, their place in the world, appears to be one of the greatest dangers to educational systems at the dawn of the twenty-first century.
Oblast výzkumu a vývoje v humanitních vědách je stále výrazněji svazována kvantifikátory hodnocení výsledků přejímanými z exaktních věd i přesto, že povaha výzkumu v těchto vědách obnáší prvky, které nejsou jednoduše přímo měřitelné. Je opouštěn základní princip individuálního bádání jednotlivce s jedinečnou erudicí, i když účinnost takového opatření nebyla a nebude v humanitních a společenských vědách prokázána. Jsme stavěni před pochybné hodnotitelské systémy, jež jsou bezprostředně svázány s financováním výzkumu. Toto je nutné překonat. Věda a výzkum v humanitních vědách se nesmí stávat stále více samoúčelnou činností naplňující ona kvantifikující hodnocení, stejně tak jako nemůže přestat být tvůrčím počinem směrujícím k chápání světa a lidstva. Aktuální ekonomická krize přitom jasně poukazuje na neudržitelnost těchto principů, které redukovaly výzkum na aplikovanost a použitelnost v průmyslové oblasti a které zároveň opomíjejí tradiční duch vzdělání. Rezignace na kultivační a společenskou roli vzdělání propojeného s otázkami o lidech, jejich minulosti, přítomnosti a budoucnosti, jejich místě ve světě, může být jedním z největších nebezpečí pro vzdělávací systémy na počátku 21. století.
We thus appeal to the political representatives of European nations, as well as to the political bodies of the European Union, to initiate a real and open discussion on the European system of education, on the system of assessment of research and innovation, and the role of humanities and social sciences in the system of assessment. Europe is currently on the point of disposing itself of one of the most valuable and vivacious traditions of a free and creative academic environment. Let us cultivate this tradition together and let us seek ways of preventing the internal breakdown of the European system of education.
Vyzýváme proto politické reprezentace evropských států, jakož i orgány Evropské unie k zahájení skutečně otevřené diskuse o evropském vzdělávacím systému, jakož i systému výzkumu a vývoje a postavení humanitních a společenských věd v tomto systému. Evropa se aktuálně zbavuje jedné z nejcennějších a životaschopných tradicí svobodného a tvůrčího univerzitního prostředí. Věnujme společně pozornost této tradici a hledejme cestu, která zabrání vnitřnímu zhroucení evropského vzdělávacího systému.
